Objective

Singapore’s National Digital Identity (Singpass) ecosystem serves as a digital infrastructure for the public and private sectors to build trusted digital services, providing increased opportunities for digitalisation and co-creation. Singpass aims to provide convenience to the everyday lives of citizens and businesses by removing the need for multiple online identities, passwords and physical tokens, and providing stronger security and assurance of authenticity, confidentiality and integrity for both online and offline transactions. Singpass also aims to provide individuals and businesses with greater and more convenient access to their data, through a federated network of authoritative datasets, and allow these personal/company data to be shared upon explicit consent of individuals/businesses.

Adoption Scale

Singpass has a user base of more than 4.5 million users, covering 97% of Singapore residents aged 15 and above. Singpass facilitates more than 350 million personal and corporate transactions annually .

Governance Mechanism

1. Government Technology Agency (GovTech)is the implementer and adheres to prevailing Government policies and guidelines in areas of cybersecurity, data, etc.
2. Relying parties are subjected to local regulations such as the Personal Data Protection Act (PDPA) and cybersecurity laws

Engagement Model

Depending on the nature of the inquiry,
1. Relying parties can understand more about Singpass products and integration guidelines via the Singpass API DPP. Interested relying parties can also initiate a link-up request through the DPP to onboard Singpass API(s) .

Use Cases

The following are the API products offered by Singpass:

  1. Myinfo, users’ data profile from authoritative sources which enables paperless, presence-less, instant and consent-based online customer onboarding;
  2. Login, an authentication service which enables access to digital services without passwords;
  3. Verify, which is similar to Myinfo for face-to-face transactions through scanning QR codes or NFC tags;
  4. Sign, a digital document signing service which qualifies as a secure electronic signature under the Electronic Transaction Act; and
  5. Identiface, a face recognition-as-a-service that does not require enrollment by businesses
