IO, the app for Italian public services, was born to overturn the paradigm underneath the current relationship between citizens and institutions and put the e-government services into citizens’ pockets, directly on their smartphone via a simple mobile app. Part of a wider ecosystem of modular, composable and interconnected platforms accelerating the digital transformation of the public sector, IO has the ambition to improve the quality of citizens’ life through a new generation of simple, functional and completely user-centered public services. IO represents a convenient solution for both small public bodies and governmental agencies, complementing the citizen experience they already offer through other communication channels.
The app prototype was released in 2019 and made available for entities and citizens to start using it in 2020.

Not only the mobile app, but also our backend code and our cloud infrastructure have dedicated public repositories, as we use an Infrastructure as Code approach.

We believe that being completely open not only encourages developer or ethical security researchers in contributing to our mission, but it is a citizen right to have full inspection access to the platforms he uses daily. In other words, we believe in “public money, public code”.
PagoPA has internal team (Technology), that publishes the Technology Standards, the rules to follow for any project in the company. Those documents are in the public domain, but this is to mention that quality and technical excellence has always been a priority for the company.
Then the Technology team continuously pushes new Azure Policy rules, mandatory rules that are automatically enforced by Azure on the underlying IO project infrastructure. As such, the IO infrastructure team is always aligned at the best configuration possible for our organization, culture and relevant context (laws, procedures, etc...).

PagoPA (the state-owned enterprise in charge of the pagoPA digital platform) has embraced a cloud-native approach since its birth in 2019 and made architectural choices for computer services that naturally allow to scale up and down the underlying infrastructure, giving the business flexibility and cost savings. For the platform development and maintainance, we make use of health probes, monitoring analytics and autoscaling mechanisms.
The platform is regulated by law Art. 64-bis Code of the Digital Administration and managed by PagoPA according to ’art. 8, comma 3, D.L. 135/2018.
A set of soft laws regulates technical standards and process of the platform,
namely the Guidelines on the “Punto di accesso telematico” adopted, and
enforced, by the Italian Agency for Digitalization.
On a yearly basis, the presidency of the italian government releases (Presidenza del Consiglio dei Ministri) the goals the platform has to achieve within the year.
