Objective

To enable a secure and reliable identification of citizens to access digital public services.
The digital ID is currently classified into bronze, silver and gold levels. The citizen must reach one of the categories to access the desired services.

  • The bronze level is granted to citizens that create an account and validate personal data held by Internal Revenue Service, Social Security Service or National Traffic Department. The bronze account allows citizens to access most services available on GOV.BR.
  • The silver level account is granted to citizens that use facial biometrics to confirm identification based on the Driver´s License database, validate data through internet banking – a partnership with the main banks in Brazil was made to check identities – and to public servants through their institutional login, in addition to the bronze level requirements.
  • The gold level account is granted to citizens that use facial biometrics to confirm identification based on the Electoral Justice database, validate personal data through Gov.br by reading the National ID QR Code or through the official public key infrastructure - ICP-Brasil.

Monitoring and Evaluation Metrics

The most relevant metrics related to the project are:

  • Number of registered citizens
  • Number of successful authentications
  • Number of citizens using security features
  • Number of integrated public services

Capacity Building Measures

The current focus is on holding events with public managers to understand the importance of using digital identity as a means of secure citizen access to public services.

For citizens, tutorials and videos are provided explaining the functioning and operation of the platform.

The impact of these actions is measured based on the platform's monitoring and evaluation metrics, as these actions directly influence the monitored indicators.

Governance Mechanism

The Secretariat of Digital Government is responsible for managing and offering the platform.
