Objective

The Doptor platform is a groundbreaking step of the Bangladesh government that aims at Paperless Government.
The e-services are integrated with the Doptor platform and are being integrated periodically.
As one government e-Service will have relation to another e-Service, therefore a common access mechanism should be there while a government official accesses an e-Service to facilitate public services.

Information on Design and Implementation :

The Doptor Design comprises of:

Registration of Govt. officers for the purpose of uniquely identifying the individual and thus Mapped with a National Identity Database (NID) and through that process (on a sustainable basis);

Issue a Unified Service Identification Number (UID) to the registered individuals;
Provide for identity authentication verification services;
Provide access and connectivity infrastructure between identity verification systems, and backend systems;

The registration and enrolment process which will be once in a lifetime, will result in the access of all registered systems.

IMPLEMENTATION:
An important strategic approach to facilitate the implementation of the Doptor - Identity Provider is comprised of three phases:

Phase 1:

Assessment the user requirement
Gap analysis and develop, if any
Employees can enroll to the system by Self-Registration / eKYC.

Phase 2:

Back-end data configuration Finally,

Phase 3: Approval of employee and office by concerned authority.

Technology Architecture

Entire technology architecture behind Doptor is based on principles of Open ID, linear scalability, strong security, and most importantly client/data consumer neutrality

The Identity and data share are independent building block that:

Provide a unified Digital ID to government officers based on the service Number provided by bangladesh government
This Digital ID is used in the Digital e-filing system in 8900+ offices of the government of Bangladesh by 1.3K users.
Data share BB able to share office, office organogram and officers information as required.

Governance Mechanism

ICT Division: The Information and Communication Technology Division, abbreviated to ICT Division, is a Ministerial Division of the Ministry of Posts, Telecommunications and Information Technology of the executive branch of the Government of Bangladesh. Its mission is to establish a prosperous Sonar Bangla through reliable cyber access at the grassroots level, development of IT based human resources, export-oriented development of IT industry and the use of citizen-friendly IT technology.

Ia2i (Aspire to Innovate): Aspire to Innovate(a2i) under the ICT Division, a special programme of the government that focuses on providing technical solutions and improving access to information and services. In the context you've mentioned, a2i may be involved in developing and implementing technological solutions to streamline processes related to regulatory compliance and information accessibility.
